ISO质量管理体系引入边防检查执法工作的思考

ISO9001是企业有效的质量控制管理体系，在其他行政管理部门中也有应用。在公安边防执法规范化建设工作中，如何对边防检查执法质量进行全程监控，是困扰边防部队执法规范化建设的瓶颈。将ISO9001质量控制管理体系引入边防检查行政执法实践中，有利于实现边防检查行政执法质量的新突破。     

ISO900O族标准在装甲车辆维修质量管理中的应用

首先,分析了装甲车辆维修质量管理的现状和存在的问题。根据装甲车辆维修工作内容和特点,结合ISO9000族国际标准,提出了建立装甲车辆维修质量管理体系模式。主要强调了以过程控制为主,为提高装甲车辆维修质量管理提供了有效的理论指导方法。     

Performance and properties of Q‐Statistic monitoring schemes

In this article, we study the Shewhart chart of Q statistics proposed for the detection of process mean shifts in start‐up processes and short runs. Exact expressions for the run‐length distribution of this chart are derived and evaluated using an efficient computational procedure. The procedure can be considerably faster than using direct simulation. We extend our work to analyze the practice of requiring multiple signals from the chart before responding, a practice sometimes followed with Shewhart charts. The results show that waiting to receive multiple signals severely reduces the probability of quickly detecting shifts in certain cases, and therefore may be considered a risky practice. Operational guidelines for practitioners implementing the chart are discussed. © 2009 Wiley Periodicals, Inc. Naval Research Logistics, 2009     

离子镀TiN涂层工艺参数优化及工作距离对表面质量的影响

采用多弧离子镀(multi-arc deposition)沉积TiN涂层,分析工艺参数对涂层表面质量的影响。首先以硬度为考核指标,设计了Ti弧流、N2流量、Ar流量、烘烤温度和偏压的5因素、4水平L16(45)正交试验,优化工艺参数。然后分析了优化工艺参数条件下,工件到靶材的距离(工作距离)对涂层表面质量的影响。采用SEM分析了表面形貌,通过截面形貌确定了涂层厚度;采用Nano-indentation测定了涂层硬度。结果发现:5个因素对涂层硬度的影响程度不同,影响硬度的因素主次顺序为Ti弧流—Ar流量—偏压—烘烤温度—N2流量;试验条件下,5因素的最优水平依次为70 A,10 sccm,40 V,350℃,44 sccm;存在最佳工作距离(约30 cm),使涂层表面质量最佳。     

Quality risk in outsourcing: Noncontractible product quality and private quality cost information

This article addresses the concept of quality risk in outsourcing. Recent trends in outsourcing extend a contract manufacturer's (CM's) responsibility to several functional areas, such as research and development and design in addition to manufacturing. This trend enables an original equipment manufacturer (OEM) to focus on sales and pricing of its product. However, increasing CM responsibilities also suggest that the OEM's product quality is mainly determined by its CM. We identify two factors that cause quality risk in this outsourcing relationship. First, the CM and the OEM may not be able to contract on quality; second, the OEM may not know the cost of quality to the CM. We characterize the effects of these two quality risk factors on the firms' profits and on the resulting product quality. We determine how the OEM's pricing strategy affects quality risk. We show, for example, that the effect of noncontractible quality is higher than the effect of private quality cost information when the OEM sets the sales price after observing the product's quality. We also show that committing to a sales price mitigates the adverse effect of quality risk. To obtain these results, we develop and analyze a three‐stage decision model. This model is also used to understand the impact of recent information technologies on profits and product quality. For example, we provide a decision tree that an OEM can use in deciding whether to invest in an enterprise‐wide quality management system that enables accounting of quality‐related activities across the supply chain. © 2009 Wiley Periodicals, Inc. 教学督导在教学质量监控体系中的作用

教学督导不同于教育督导，教学督导作为高校内部教学质量监控体系的重要组成部分，对保障高等院校教学质量具有积极的作用，对提高教学质量监控效能、保证教学质量、推动教学改革、实现人才培养目标具有重要的现实意义。     

高原环境对弹丸动态稳定性的影响

分析了高原环境低空气密度对弹丸动态稳定性的影响。给出了弹道坐标系中的力方程组和非滚转弹体坐标系中的力矩方程组,并通过线性化方法得到弹丸角运动的状态空间模型。列出了角运动状态矩阵的四个特征根,并利用复数平方根计算方法得到特征根实部的表达式。提出弹丸动态稳定性稳定因子的新定义,并证明新的动态稳定条件与传统的动态稳定条件是一致的。讨论了低空气密度对尾翼稳定弹和旋转稳定弹动态稳定性的影响,并通过仿真说明弹丸在高原条件和平原条件下的动态稳定性存在差异。     

一种改进的无参考图像质量评估算法

无参考图像质量评估方法一直是图像质量研究所关注的重点。本文针对无参考图像质量评估问题，在当前被广泛接受的 DIIVINE 图像质量评估方法基础上进行了深入的研究，研究发现经典的 DIIVINE 方法中使用了过多的统计特征量，由于统计量无差别的使用影响了方法的预测性能。基于此，利用主成分分析（PCA）算法对该特征向量进行降维，得到“精简的特征向量”，用此向量可以达到更好的分类性能和评估性能。试验证明，在图像数据库上，该算法表现出较好的预测性能，其性能优于其他主流的无参考图像评估算法。     

弹药数质量管理数据仓库数据模型研究

对弹药数质量管理数据仓库的数据整理、数据模型及使用作了研究。应用ER图描述了弹药数质量管理数据仓库的数据模型 ,应用函数依赖的极小覆盖算法优化了弹药数质量管理数据仓库的数据模型。
